Confirmation of places by NEWLY ADMIRED candidates can be done until 31.07.2022, by filling in, signing, scanning and sending ANNEX 4 (attached below) to crid_etnici@unibuc.ro.
Candidates who have been declared admitted in the first round and who have already confirmed their place do NOT need to send Annex 4.
Successful candidates will be contacted by the International Relations Directorate and provided with information on the next steps to be taken in order to register.
Note: In case of unconfirmed places, candidates declared pending may be contacted by the admission committee, but not later than 01.08.2022.

The confirmation of the place by the candidates declared ADMITTED takes place between 26 – 27.07.2022, by filling in, signing, scanning and sending ANNEX 4 (attached below) to crid_etnici@unibuc.ro.
In the event that the admitted candidates do not confirm their place, the candidates who are PENDING will move up in the ranking, in order of average, prioritising the option. Pending candidates do NOT have to send Annex 4.

Notes:
- Only the files validated by the Secretary of the Central Commission were included in the evaluation.
- The appeals can be sent ONLY on 22.07.2022, until 23.59 (Romanian local time), to the e-mail address crid_etnici@unibuc.ro.
- Appeals received before or after this date will NOT be taken into account.
- The appeal will be sent in the form of a written document, signed and dated, attached to the above mentioned e-mail address and must explicitly contain the reason for the appeal.
- The preliminary results following the settlement of the appeals will be announced during 25.07.2022.
- The place confirmation form will be sent by the candidates declared admitted only after the resolution of the appeals and the announcement of their results.
- The ranking was based on the average of the baccalaureate exam (or equivalent), prioritizing the first option.
- In the case of faculties where the places were allocated by level of study, not by specialization, only one option (the first one) was considered.
Candidates will be admitted on the basis of a FILE COMPETITION. The submission of the (complete) files will be made at the University of Bucharest by sending them electronically between 01.07-14.07.2022. The platform will be available HERE beginning with July 1st, 2022.
Remarks on the methodology for enrolling Romanian Ethnics in state higher education in Romania, on study places without payment of tuition fees, but with scholarship, respectively, without payment of tuition fees, but without scholarship beginning with the academic year 2017-2018, applicable beginning with the academic year 2022-2023.
In accordance with the METHODOLOGY for enrolling Romanian Ethnics in state higher education in Romania, on study places without payment of tuition fees, but with scholarship, respectively, without payment of tuition fees, but without scholarship beginning with the academic year 2017-2018, approved by the Joint Order of the Ministry of National Education (No.3900/16.05.2017) – Ministry of Foreign Affairs (A10-2046-26.05.2017) – Ministry for Romanian Diaspora (no. C/129/07.06.2017), applicable to the academic year 2019-2020, Order of the Ministry of National Education no. 4294/29.06.2017 approving the procedure for schooling Romanian Ethnics in the state higher education in Romania, on places with payment of tuition fees in lei, the address of the Ministry of National Education no.316/GP/10.07.2018 and the address of the Ministry of National Education no.2414B/11.06.2019, the address of the Ministry of Education and Research no.711/03.06.2020, the address of the Ministry of Education 1151/DGRIAE/08.06.2022, the following specifications are approved:
„In the category of Romanian Ethnics, are included, in accordance with the provisions of Law no. 299/2007 on support for Romanian Ethnics, republished, with subsequent amendments and completions:The persons who freely assume the Romanian cultural identity, the persons of Romanian origin and those belonging to the Romanian linguistic and cultural vein, who live outside the borders of Romania, regardless of the ethnonym used (armâni, armânji, aromâni, basarabeni, bucovineni, cuţovlahi, daco-români, fărşeroţi, herţeni, istro-români, latini dunăreni, macedoromâni, macedo-români, maramureşeni, megleniţi, megleno-români, moldoveni, moldovlahi, rrămâni, rumâni, valahi, vlahi, vlasi, volohi, macedo-armânji) as well as all other lexical forms semantically related to the above,
Emigrant Romanians, whether or not have retained Romanian citizenship, their descendants, as well as Romanian citizens with permanent domicile or residence abroad.” [1]
1. Admission of Romanian Ethnics to university studies at the University of Bucharest for the academic year 2022-2023 (studies exclusively in Romanian), on places without payment of tuition fees, but with scholarship and on places without payment of tuition fees, but without scholarship, is organized as follows:
• Admission to bachelor’s degree organized at central level: competition of files (submitted electronically). Admission is completed by a central admission commission, formed at the level of the University of Bucharest.
• Admission to master’s degree and PhD organized at the faculty’s level: admission is made on the places specially allocated by the Faculties for Romanian Ethnics, under the same conditions as for Romanian citizens.
Note: Romanian Ethnics, who do not know the Romanian language, declared admitted to bachelor’s degree, master’s degree and PhD at the University of Bucharest, will attend the Preparatory Year of Romanian Language, according to the legal provisions in force, within the number of places without payment of tuition fees, but with a scholarship and on places without payment of tuition fees, but without a scholarship, allocated by the Ministry of Education.

They can be enrolled:
- on study places, without payment of tuition fees, but with a scholarship, based on the offer of places of the state universities in Romania, with the priority observance of the quality criterion and the schooling capacity, according to the legal provisions in force. The studies will be conducted exclusively in Romanian;
- pon study places without payment of tuition fees, but without scholarship, based on the offer of places of state universities in Romania, with priority observance of the criterion of quality and schooling capacity, according to the legal provisions in force. Candidates will be admitted on the basis of a FILE COMPETITION. The submission of the (complete) files will be made at the University of Bucharest by sending them electronically between 01.07-14.07.2022. The platform will be available HERE beginning with July 1st, 2022.
Admission will be made on the basis of the final average of the baccalaureate exam or equivalent, within the limits of the places approved for each specialization. In the case of equal averages, the distinction will be made according to the average obtained, in the high school years, for the subjects relevant to the field of study.
On 21.07.2022, the results of the selection of files will be published on the website of the University of Bucharest, in the section “International/Romanian Ethnics”
The appeals will be submitted on 22.07.2021.
Resolving the appeals and publishing the preliminary results: 25.07.2022.
The confirmation of places takes place between 26-27.07.2022. Each candidate declared admitted will confirm only one place of study, sending to the educational institution the form from Annex no. 4 – by e-mail to crid_etnici@unibuc.ro;
The publication of the final results will take place on July 28, 2022, on the website of the University of Bucharest, in the section “International/Romanian Ethnics”
Upon registration, the candidates declared admitted will submit the original study documents, as well as other documents requested by the higher education institution;
The lists of admitted candidates will be submitted by the University to the Ministry of Education and Research – General Directorate for International Relations and European Affairs, hereinafter referred to as ME-DGRIAE, in order to issue schooling approvals for each admitted student, in accordance with their options. MC, MRP and MAE can request the application file in order to issue the schooling approval.
1.Application form for enrollment to the University of Bucharest 2022-2023;
2. Simple copy and translated and legalized (if applicable) of the diploma of the level of education that allows access to the next level of studies. For Bachelor’s Degree: Baccalaureate diploma or its equivalent
3. Simple copy and translated and legalized copies of the transcripts (Baccalaureat examination transcript + the transcripts for the last 2 years of high school).
4. Copy of birth certificate (translated into Romanian, English or French, if applicable);
5. Copy of the identity document certifying the permanent domicile abroad;
6. Copy of the passport, valid for at least 6 months from the beginning of the study program for which the candidate applies – copy of the first 3 pages;
7. Copy of the Marriage Certificate, if applicable;
8. Declaration on one’s own responsibility, based on the freely expressed will, to assume the Romanian cultural identity, authenticated by the Romanian diplomatic mission in the country of origin or by the Ministry for Romanian Ethnics, according to the legislation in force, according to Annex 1;
** The citizens of the Republic of Moldova are exempted from this provision.
*** Romanians ethnics from Ukraine, domiciled in the Odessa Region, are exempted from the certification of the declaration by the Romanian authorities at the admission stage. The declaration will be completed and signed only by the candidate. The declaration, certified according to the law, will be submitted after arrival in Romania, until the end of the first semester of studies of the academic year 2022 – 2023, and can be certified on Romanian territory by the Department for Romanians Abroad, a specialized structure within the Romanian Government.
9. Declaration on the authenticity of the submitted documents – Annex 2;
10. Declaration regarding the non-possession of a Romanian identity card or a passport with a permanent residence in Romania – Annex 3
11. Proof of knowledge/study of the Romanian language, in the case of candidates who did not attend high school in Romania;
12. Copy of the recommendation of the hierarchs or the agreement of the local leaders of cults, for the candidates for admission to theological higher education, as the case may be;
ADMISSION – MASTER’S DEGREE
- The Ministry of Education allocates to UB a specific number of places for Romanian Ethnics;
- The Office for International Cooperation and Foreign Students (BCISS) allocates, as the case may be, the number of places corresponding to each Faculty, according to its requests;
The application file will be submitted to the Faculty and will include the documents mentioned in the admission methodology, specific to each Faculty and will be submitted in accordance with the procedures established by them. Additionally, candidates will also submit the following documents:

- Declaration on one’s own responsibility, based on the freely expressed will, to assume the Romanian cultural identity, authenticated by the Romanian diplomatic mission in the country of origin or by the Ministry for Romanians Everywhere, according to the legislation in force, according to Annex 1; ** The citizens of the Republic of Moldova are exempted from this provision.*** Romanians ethnics from Ukraine, domiciled in the Odessa Region, are exempted from the certification of the declaration by the Romanian authorities at the admission stage. The declaration will be completed and signed only by the candidate. The declaration, certified according to the law, will be submitted after arrival in Romania, until the end of the first semester of studies of the academic year 2022 – 2023, and can be certified on Romanian territory by the Department for Romanians Abroad, a specialized structure within the Romanian Government.
- Declaration regarding the non-possession of a Romanian identity card or a passport with a permanent residence in Romania – Annex 3.
- Proof of knowledge/study of the Romanian language, in the case of candidates who have not completed high school/bachelor’s degree in Romania.
Admission will be made on the places allocated to the Faculty exclusively for Romanian Ethnics.
The Faculty will establish the method of confirming the receipt of the application files
The selection of candidates will be made by the Faculty, according to their own admission methodologies
The admitted candidates will confirm the place according to the procedure established by each Faculty.
After the end of the admission process, the faculties will send the files of the candidates admitted to the places allocated to Romanians abroad to the International Cooperation and Foreign Students Office.
The lists of admitted candidates will be submitted by the University to the M.E.-D.G.R.I.A.E., in order to issue the schooling approvals, for each admitted student. ME, MRP, MAE can request the application file in order to issue the schooling approval
Romanian Ethnics having graduated from accredited undergraduate study programs are eligible for the competition.
The studies will be carried out exclusively in Romanian (for places without payment of tuition fees, but with a scholarship and without payment of tuition fees, but without a scholarship)
According to OMEN 4107/06.07.2018, art. 1, “starting with the academic year 2018-2019, candidates for scholarships offered by the Romanian state: Romanians living abroad and foreign citizens proposed according to bilateral cooperation documents, unilateral offers of the Romanian state, offers of the Ministry of National Education, are exempted from the payment of fees for application, processing of the file, registration, for the Romanian language proficiency test, for the PhD entrance exam and specific aptitude tests”.
ADMISSION - PhD
- The Ministry of Education allocates to UB a specific number of places for Romanian Diaspora
- The Office for International Cooperation and Foreign Students (BCISS) allocates, as the case may be, the number of places corresponding to each Faculty, according to its requests

Graduates with a long-term bachelor’s degree (prior to the Bologna Process), respectively graduates of master’s degree obtained in Romania, the Republic of Moldova or other EU third countries, who have graduated accredited master’s studies are eligible for enrollment in the PhD admission competition.
The studies will be conducted exclusively in Romanian (for places without payment of tuition fees, but with a scholarship and no tuition fees, but no scholarship)
According to OMEN 4107/06.07.2018, art. 1, “starting with the academic year 2018-2019, candidates for scholarships offered by the Romanian state: Romanians living abroad and foreign citizens proposed according to bilateral cooperation documents, unilateral offers of the Romanian state, offers of the Ministry of National Education, are exempted from the payment of fees for application, processing of the file, registration, for the Romanian language proficiency test, for the PhD entrance exam and specific aptitude tests”.
2.The admission of Romanian Diaspora to university studies within the University of Bucharest, for the academic year 2022-2023, on places with the payment of tuition fees, in lei [1], is made according to the methodology of each Faculty, for all levels of studies (bachelor’s degree/master’s degree/PhD), in the same system as for Romanian citizens. After conclusion of the admission, the Faculties will send the files of the candidates declared admitted on the places allocated to Romanian Diaspora to the Office for International Cooperation and Foreign Students.

REGISTRATION TO BACHELOR’S DEGREE/MASTER’S DEGREE/PhD
The registration of Romanian Ethnics will be carried out in accordance with the provisions of Law no. 1/2011, of the Methodology for schooling Romanian Ethnics in state higher education in Romania, on places of study without payment of tuition fees, but with a scholarship, respectively, without payment of tuition fees, but without a scholarship beginning with the academic year 2017-2018, approved by the Joint Order Ministry of National Education (No.3900/16.05.2017) – Ministry of Foreign Affairs (A10-2046-26.05.2017) – Ministry for Romanian Diaspora (no. C/129/07.06.2017), applicable to the academic year 2022-2023, as well as in compliance with the legal provisions in force until September 30, 2022. Upon enrollment, the candidates declared admitted will submit the original study documents, as well as other documents requested by the University of Bucharest.
FINAL PROVISIONS[3]
Article 23
(1) Romanian Ethnics enrolled in studies in Romania have the following obligations:
1. a) to respect the Romanian Constitution and the laws in force of the Romanian state;
2. b) to comply with the internal regulations of the institution in which they activate;
3. c) to comply with the provisions of this methodology which, in certain situations, prevail over the internal regulations of higher education institutions;
4. d) after obtaining the study visa, to present themselves at the higher education institution to which they were admitted, in order to enroll;
5. e) to go to the General Inspectorate for Immigration, within the Ministry of Internal Affairs, in order to obtain the residence permit in Romania for the entire period of studies.
(2) In case of violation of the provisions mentioned in par. 1, as well as at the proposal of higher education institutions, the Ministry of National Education may withdraw funding for the concerned person.
Article 24
For the beneficiaries of the study places WITH SCHOLARSHIP AND WITHOUT PAYMENT OF TUTITION FEES, respectively of the places of study WITHOUT PAYMENT OF TUTITION FEES, BUT WITHOUT SCHOLARSHIP the following facilities are provided:
1. a) financing the tuition expenses for the Preparatory Year of Romanian Language and monthly scholarship, as the case may be;
2. b) financing of the tuition expenses for the entire duration of the university cycle for which a monthly scholarship was admitted, as the case may be;
3. c) financing the accommodation expenses in the student dormitories, through the Ministry of National Education’s budget, within the allocated subsidy;
4. d) free medical assistance in case of medical-surgical emergencies and diseases with endemic-epidemic potential, in accordance with the internal legislation in force;
5. e) Transportation facilities in the same conditions as for Romanian students, according to the legal provisions.
6. f) other type of scholarships, in accordance with the legislation in force
Article 26
- a) The final internal academic mobility is achieved with the consent of the higher education institutions based on the legal provisions, respecting the schooling capacity.
- b) If a student (enrolled in a place of study with a scholarship and without payment of tuition fees, respectively in a place of study without a scholarship and without payment of tuition fees) applies for final internal academic mobility to another University, then he/she may benefit from it, subject to the meeting of the minimum number of transferable credits for the promotion of the year of study, provided in the Regulation of the professional activity of the students of the educational institution to which he/she requests the transfer.
- c) The receiving educational institution will send to the Ministry of National Education the transfer file, in view of issuing the schooling approval.
Article 27
A student declared admitted to university studies can benefit from funding from the budget for a single field on the same cycle of studies, a second field of study can be attended only with fees in lei, in the amount provided for Romanian citizens, according to the provisions in force.
Article 28
Students admitted as scholarship holders of the Romanian State, in one of the cycles of university studies, who withdraw from studies or are expelled, may re-enroll with tuition fees in lei, in the amount established for Romanian citizens in accordance with the regulations of each institution of Higher Education. Exceptions are medical cases, approved on the basis of the University Charter, as well as those that have the approval of the Senate of the higher education institution.
Article 29
(1) If Romanian Ethnics change their permanent residence in Romania during their studies, they may continue their studies in accordance with the regulations of each higher education institution for Romanian citizens with permanent residence in Romania, starting with the following academic year.
(2) Candidates for bachelor’s studies, who were initially admitted to a study program and are in the preparatory year, may choose another study program only through a new competition, after graduation of the preparatory year. In case of non-promotion of the new admission contest, they can continue their studies based on the previous approval.
