Admission for NON-EU citizens

 

Hello! If you reached this page, it means you are planning to start your journey as an international student, but you don’t know Romanian  language. Thank you for considering our university!

The Preparatory Year – Romanian Language Course is mandatory for those students who wish to pursue their studies in Romanian language and don’t have a language certificate in this sense. During this one-year, full-time academic program, the international students will acquire the requisite skills in reading, writing, listening and speaking in Romanian for academic purposes, but also specific knowledge correlated with future training profile.

Before beginning the admission process, please check if you meet the following mandatory requirements:

  • You have a graduation average of minimum 60% to each of your study diplomas (high school, respectively BA, MA, PhD, according to your study option after graduating the preparatory year)
  • Your high school diploma is recognized by the Ministry of Education and Research from Romania (please check the LIST OF RECOGNIZED HIGH SCHOOL DIPLOMAS attached below)
  • You have the written approval of a PhD supervisor (for candidates who plan to continue their studies with a PhD program after graduating from the preparatory year)

If you answered yes to all the above, you can go further and check the steps that you have to take in order to become a UB’s student.

STEP 1: OBTAINING THE LETTER OF ACCEPTANCE

  1. The admission process will take place exclusively online. Please be sure all your documents are scanned in PDF. format
  2. The name of the document must include the type of document and your surname ( Consent.Popescu, highschooldiploma.Popescu, etc.)
  3. The application period is May 18, 2020 – July 31, 2020.
  4. The candidates who own a GMAIL address are asked to access our online application platform HERE.
  5. The candidates who have e-mail addresses on other e-mail platforms are asked to send their application file at the address: admission.AP@unibuc.ro

  • transcript of records pertaining to Master’s diploma – certified copy or certified translations at a public notary in Romanian, English or French if the original is not issued in one of these languages; only for students who apply for preparatory year followed by PhD program)
  • photocopy and authenticated translation of the birth certificate;
  • photocopy of the passport;
  • copy of the National Identity Card or any other document proving your permanent residence (home address);
  • medical certificate (translated in a language widely spoken internationally) attesting the current health situation of the applicant and the potential antecedents regarding chronic affections, respectively infections with SARS-COV2 
  • power of attorney if the application of the candidate is carried out online by a representative
  • approval of the prospective supervisor/coordinator of the thesis. The University of Bucharest is not involved in contacting the supervisor. The list with the potential coordinators can be found on the website of each Doctoral School. (only for students who apply for preparatory year followed by PhD program)

The University of Bucharest will process your file and will send it to the Ministry of Education and Research for evaluation. It may take up to 30 working days to receive an answer from the Ministry of Education and Research. Once the answer is received, the University of Bucharest will inform the student about the results. If the letter of acceptance was issued, we decide together the way through which the document will be sent to the candidate.

NOTE: The power of attorney must specify clearly the actions that the representing person can take in the name of the candidate (submit his/her documents, receiving the letter of acceptance, paying the fees, receiving the money back in case the candidate decides not to enroll anymore or he/she does not receive the student visa).

STEP 2: OBTAINING THE STUDENT VISA

Based on the Acceptance Letter (and payments where requested), applicants will have to apply for the study visa at the Romanian Embassy in their country or the closest Romanian diplomatic mission. For information regarding visa application please check visa instructions (attached below).

• an envelope dossier;

STEP 3: THE ENROLLMENT

The enrollment is possible at the  Office for International Cooperation  and Foreign Students (Soseaua Panduri, no. 90, 4th floor, room 404, sector 5, Bucharest, Romania). The registration is possible only in person.  Upon your arrival in Romania, for registration to the University of Bucharest you need to present the originals for ALL DOCUMENTS SUBMITTED ONLINE, plus:

NOTE:  Candidates are responsible for the authenticity of and correspondence between the digital/scanned documents and the original documents which are submitted in the candidate’s file by signed formal declaration. For registration the student visa and original study certificates are mandatory, without exception. The candidates are requested to register between September 14, 2020 – September 30, 2020. Please do all necessary to comply with this deadline.

Due to the international situation caused by COVID-19 epidemic, according to the evolution of the situation nationally and internationally, the Romanian authorities can enforce additional measures regarding the public health on international transportation, enrollment to study and participation to classes.

Admission for EU Citizens

The admission process to Preparatory Year Romanian Language course for:

  • citizens of European Union, Swiss Confederation and EEA
  • holders of residence permit based on refugee or subsidiary protection status
  • holders of long-term/permanent residency as family member of a Romanian or EU citizen

implies two steps:

  • obtaining the Certificate of Equivalence from the National Center for Recognition and Equivalence of Diplomas
  • enrolling to the International Relations Office of the University of Bucharest

STEP 1: OBTAINING THE CERTIFICATE OF RECOGNITION

1.1. Sending the application file

In order to obtain this Certificate, the candidates are required to send by e-mail at the following address oana.barbu@externe.unibuc.ro  scanned copies of the documents mentioned below AND by post the file with the documents in original at the address (Soseaua Panduri, no. 90, 4th floor, room 404, sector 5,  Bucharest,  Romania Office for International Relations and Foreign Students, University of Bucharest) not later than July 31, 2020, 12:00h (the files must reach our office by this date).

  5. Study document to be recognized. (If the candidate wants to pursue BA studies, then he/she needs to send the high school diploma. If he/she wants to join an MA program, then he/she needs to send both high school diploma and BA diploma, in two different files, one for high school diploma recognition, the other for BA diploma recognition
  • copy for documents in Romanian/ English/ French/ Spanish/ Italian
  • copy and an official translation in Romanian for documents in other languages
  1. Academic transcripts (If the candidate wants to pursue BA studies, then he/she needs to send the transcripts for the last 2 years of high school completed abroad, with the subjects and marks obrained.. If he/she wants to join an MA program, then he/she needs to send both high school and BA transcripts in two different files, one for high school diploma recognition, the other for BA diploma recognition.
  • copy for documents in Romanian/ English/ French/ Spanish/ Italian
  • copy and an official translation in Romanian for documents in other languages
  1. Other documents, if necessary:
  • Pruebas de Aptitud para el Acceso a la Universidad from Spain, Vevaiosi Prosvasis for Panellinies Exetaseis – for general high school – from Grece, Scholastic Aptitude Test (SAT) or ACT from S.U.A.) – copy and an official translation in Romanian for documents in other languages than English/French/Spanish/Italian
  • In order to practice regulated professionsin Romania (medicine, dentistry, pharmacy, general medical assistant, midwife, veterinary medicine, architecture): syllabus of courses/full description of courses, postgraduate diplomas- copy, if the document is issued in English/French/Spanish/Italian or copy and authorized translation into Romanian language if it is issued in other languages 
  1. Identification paper– copy
  • Passport or Identity card
  • proof of legal name change,  if applicable, copy for documents in Romanian language / English / French / Spanish / Italian, and authorized translation in Romanian for other languages
  • birth certificate, copy for documents in Romanian language / English / French / Spanish / Italian, and authorized translation in Romanian for other languages
  1. Foreign citizens, family members of Romanian citizens, holders of a temporary residence permit, must submit the proof either of an employment contract or of registration as unemployed person in order to benefit, under the law, of equal treatment with Romanian citizens regarding the study enrollment (OUG no. 194/2002 on the Regime of Aliens in Romania, republished, art. 80 paragraph (3), lit. B) and c))

Authentication of study documents

1.Diplomas from Moldova do not need any form of authentication.
Diplomas issued before 2008 (and diplomas issued after 2008 which cannot be verified on line) shall be accompanied by a Certificate of Authenticity from the Ministry of Education of Moldovawhich shall be submitted in original.
2. Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille , issued by the competent authorities in the issuing countries. Hague Apostille Convention is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus.
3. Diplomas issued in countries which are not parties to the Hague Apostille shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries;

  • Legalization/Authentication is done by the Ministry of Foreign Affairs from the issuing country and the Embassy/Consular Office of Romania in the issuing country or by the Ministry of Foreign Affairs in the issuing country and the issuing country’s Embassy/Consular Office in Romania; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country
  • Legalization/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis.

Note: In order to practice regulated professions in Romania (medicine, dentistry, pharmacy, general medical assistant, midwife, veterinary medicine, architecture), syllabus of courses/full description of courses, postgraduate diplomas is required – copy, if the document is issued in English/French/Spanish/Italian or copy and authorized translation into Romanian language if it is issued in other languages;

The file submitted in order to obtain the certificate of equivalence will be sent by the University of Bucharest to CNRED, which will keep the documents.

1.2. Evaluation of the application file

The University of Bucharest will evaluate the completion of the file and will send it to the National Center for Recognition and Equivalence of Diplomas in order to obtain the Certificate of Recognition.

The processing time  is 30 days from the date of registration of the application, which should include proper and complete documentation.

If considerable research or correspondence to obtain necessary information is required, during unusually busy periods or when circumstances beyond our control prevail, the time span as indicated above may be extended.

Once the answer from CNRED will be received, the candidate will be contacted by the responsible from the International Relations Office of the University of Bucharest.

STEP 2: THE ENROLLMENT

The candidates are requested to register between 14-30 September 2020, at the Office for International  Cooperation and Foreign Students  (Soseaua Panduri, no. 90, 4th floor, room 404, sector 5,  Bucharest,  Romania).  For the enrollment, we will need the same set of documents, therefore we advise you that, from the beginning, to prepare your file in two original copies.!!!  Additionally, you will need to provide:

  • a medical certificate attesting the current health situation of the applicant and the potential antecedents regarding chronic affections, respectively infections with SARV-COV2
  • 4 pictures passport size
  • the proof of payment.

The tuition fee for preparatory year is 3500 RON and must be paid cash at the University’s Cashier on the registration day.

IMPORTANT

After graduating from the language course, according to the National Education Law 1/2011, the candidates from one of the categories mentioned above will have to go through the same admission process applicable to the Romanian students.

Frequently Asked Questions

If your school/University can provide you with a provisional degree certificate, you can apply with it. Note that the provsional certificate must be not older than one year. However, as soon as your diploma is issued, you need to submit it in original/translated and certified copy to the university (if you’ll get to be enrolled).  

Yes. While applying for the study visa, you need to present in original the letter of acceptance and the proof of payment of the study fees.

No. To be officially accepted you need to make the enrollment, in person, at the UB, presenting all the documents required in original, all of them legalized by the Embassy of Romania. The letter of acceptance is issued for visa purposes only.

You have to submityour original documents personally at the International Relations Office within the deadline specified on the website. The IRO staff will verify them and will send them to the Faculty. Only then you will become officially student at UB.

Legalization is the official confirmation that a signature, seal or stamp on a document is genuine. Without it, the candidate’s educational documents are not valid in Romania. The legalization is done by the Romanian Embassy, therefore a candidate needs to contact the Romanian Embassy in his/her country (or the one that is closer to his/her country). If the country, where the document was issued, has signed the Hague Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents, legalization is replaced by Apostille attached to the document. Generally, not. However, some faculties may require an interview in order to evaluate the candidates.

If you pay a tuition fee for the first year of your studies and then fail to get the study visa, the tuition fee will be reimbursed (repaid) to you acoording to the methodology of reimnoursement.

Yes, if the study programme you are interested in is offered in English or French. Please check our academic offer from the site.

For candidates who are not speaking Romanian language and want to attend a study program offered only in Romanian, UB offers a preparatory year of Romanian language (one year course) in order to get the necessary linguistic competencies in order to join a BA/MA/PhD program next year. No, the University of Bucharest does not offer scholarships. For scholarship opportunities please access the websites of the Miistry of Education and Research and/or the Ministry of Foreign Affairs from Romania.

No, there is no age limit in order to apply for studies at UB.

According to the metholodogy for accommodation, UB accommodates with priority international students who are scholarship holders (based on interguvernmental agreements). Upon availability, we can accommodated other categories of students.

Yes. After the enrollment, all international students enrolled in a higher education institution in Romania will have to register to the Immigration Office (obraining the residence permit) and to the National Healt Insurance House. The IRO officers will guide you through the process by providing all the information in this regard.

The study fee must be paid integral from the beginning, since the proof of payment is one of the docuents needed while applying for the study visa.

The schedule is issued by the faculty. We advise you to get in contact with the secretary of the faculty or search on the faculty’s website.

The Romanian authorities allow you to work part-time (4h/day).

You can pay the tuition fee online by bank transfer or going to a bank to make the payment. The bank account information is written on your letter of acceptance. The proof of payment must be sent to the International Relations Office and to the Secretary’s Office of the Faculty.

Please contact us as soon as possible so we can put you in contact with the Immigration Office. Please contact us with at least two month before your residence permit expires in order to be able to regulate your stay in Romania on time.

The reexaminations are paid starting with the third attempt. The fees are available on the site..

If you need a student certificate, you can request it from the International Relations Office. Please note that if you need it in French or English, you are required to pay a fee at the cashier’s office.

A power of attorney is a legal document that grants a person the legal authority to act on another’s behalf and make certain decisions for them. A power of attorney needs to be signed in front of a licensed notary public in order to be legally binding.

The power of attorney is needed in case the student cannot personally bring the necessary documents for admission or send them by dhl DHL courier company. The student can designate a representatives to submit the file. Upon submission, he needs to present the power of attorney in original.

The study fees must be paid after receiving the letter of acceptance, but before applying for the study visa. Note that one of the documents required for obtaing the student visa is the proof of payment.

Accesați datele dumneavoastră personale
Aveți dreptul să cereți o copie a informațiilor deținute de noi  prin formularea unei solicitări de acces.
