During April 26-28, 2023, prof. Marian Preda, PhD, rector of the University of Bucharest, participated in the IREG 2023 International Conference – “Rankings and University International Exposure”, organized by the IREG Observatory on Academic Ranking and Excellence in Tashkent, Uzbekistan.
In the presentation held during the event, prof. Marian Preda addressed the role and importance of European university networks, summarizing, at the same time, the most important steps in the shaping and evolution of the European Civic University Alliance – CIVIS.
The Tashkent conference brought to the fore the importance of the adaptability of international rankings to the pressures of today’s society, be it the climate crisis, the COVID-19 pandemic or the war in Ukraine.
Among the participants of the event were Waldemar Siwinski, president of IREG Observatory on Academic Ranking and Excellence, Ibrokhim Abdurakhmonov, Minister of Higher Education, Science and Innovation in Uzbekistan, Komiljon Karimov, First Deputy Minister of Higher Education, Science and Innovation in Uzbekistan, ten rectors of universities in the region and around the world as well as representatives of the organizations that provide and publish academic rankings.
During the two days, the panelists’ presentations highlighted the fact that in order to remain relevant, international rankings should reflect changes in higher education, both globally and regionally. More details on the program of the event can be consulted here.

Prof. Preda presented the structure of academic networks of which the University of Bucharest is a part, with an emphasis on the CIVIS network. He argued the importance of the “network of networks” resulting from combining connections at the local level (the network of the 15 universities in Bucharest), with national ones (University Consortium, National Council of Rectors), then with regional ones (Balkan University Association, Black Sea Universities Network) and especially with the most relevant European ones (CIVIS, UNICA, EUA). To these are added bilateral agreements with important universities from countries or regions such as the USA, Asia, Latin America or Africa.
Also, the presentation given by prof. Marian Preda emphasized the increasing relevance for education and research of the internationalization of the University of Bucharest, a process accelerated with the launch, in 2019, of CIVIS.The CIVIS project, in which the University of Bucharest is member, started in 2019, when the University of Aix-Marseille (France), the National and Kapodistrian University of Athens (Greece), the Free University of Brussels (Belgium), the University of Bucharest (Romania), the Autonomous University of Madrid (Spain), Sapienza University of Rome (Italy), Stockholm University (Sweden), Eberhard Karls University of Tübingen (Germany) joined forces to build a network of European universities, called “CIVIS”.
In December 2020, the European Commission approved the application for the integration of the University of Glasgow into the CIVIS alliance, as an associate partner, and in October 2021, Paris Lodron University (PLUS) in Salzburg becomes the tenth member of the Alliance and the first Austrian university in the European family. The Paris Lodron University in Salzburg brings to CIVIS expertise – among others – in digital humanities, life sciences and international networks. Also, PLUS represents, for CIVIS, the second member university in German-speaking Europe.As of October 1, 2022, through the official accession of the University of Lausanne (UNIL), the CIVIS community expands, reaching 11 member universities. Through the integration of UNIL, the CIVIS community has been enriched with more than 17,000 students of various nationalities (about 130) and with more than 3,600 employees.At the same time, October 1, 2022, also marked the date on which CIVIS entered the second cycle of Erasmus+ funding, with at least four more years of support from the EU for a new phase of development.
CIVIS is now a community of around half a million students, over 70,000 staff members (including over 37,400 academics and researchers) whose expertise, knowledge and shared values will not only strengthen CIVIS’ role in shaping the future of higher education but will address key societal challenges.
