Reading rooms, conference halls, terraces, green spaces, and bicycle Parking: the offer of the new dormitory for students at the University of Bucharest
The University of Bucharest will invest over 16.7 million euros (€16,725,000, approximately 83,644,298.72 lei) through Romania’s Recovery and Resilience Plan in building a new student dormitory in the „Grozăvești” Campus in Bucharest. The construction of this dormitory aligns with the University of Bucharest’s development strategy, particularly with the objective to modernize and expand its existing infrastructure by building new student housing facilities.
The new building will have a height of S+P+9E (basement, ground floor, and nine upper floors), with a recessed ninth floor and a raised ground floor. Access to both sections of the ground floor will be via a covered external platform raised above the natural terrain level, accessible through stairs and ramps for people with disabilities. The platform will feature a concrete frame structure and include two green areas separated by outdoor social spaces and bicycle parking.
The building will provide 112 accommodation units, including 2 for students with disabilities, offering a total of 262 beds, all located on the upper floors.
Each upper floor will be equipped with a kitchenette, a cleaning staff annex, and outdoor relaxation areas accessible from the common hall. Each room will be fully furnished with durable, high-quality materials, including beds with metal frames and orthopedic mattresses (90 x 200 cm), wardrobes with mirrored doors, integrated bedside shelves, upholstered office chairs or armchairs, wall-mounted coat racks, luggage stands, and work desks.
The ground floor will feature an administrative area, including a meeting room, annex rooms, and multipurpose activity rooms – a gym, a lobby with social areas, and a conference hall. The external terrace adjacent to the conference hall will be redesigned for recreational and social use.
The sixth floor will have an outdoor terrace, the seventh floor will include two kitchenettes, and the eighth floor will house a two-story reading room accessible from both the eighth and ninth floors.
The southeast-facing façade will feature solid concrete balcony railings integrated with planters for small vegetation, such as ivy.
The project will also include a multisport outdoor field measuring 23.45 x 13 meters.
Ongoing Investments in Student Housing by the University of Bucharest
In July 2024, representatives of the University of Bucharest signed a contract with the Ministry of Education for the rehabilitation and energy efficiency enhancement of the G3-G4 student dormitories in the „Măgurele” Student Campus.
This investment, worth nearly €6.5 million (32,447,254 lei), allows the University of Bucharest to ensure an adequate academic infrastructure and will create 154 new accommodation spaces. These modern facilities, accessible to students with disabilities, will include reading rooms and recreational spaces while meeting the highest safety and quality standards.
The project will also significantly reduce greenhouse gas emissions and annual energy consumption. It is estimated that heating energy consumption will decrease by at least 50%, while primary energy savings will improve by 30% compared to pre-renovation levels, with a significant reduction in CO2 emissions.
The initiative leads to a reduction in the annual level of greenhouse gas emissions and a decrease in annual energy consumption. Thus, through rehabilitation and energy performance improvement works for the G3-G4 student dormitories in the Măgurele Student Campus, it is estimated that: energy consumption for heating will be reduced by at least 50% compared to the annual energy consumption for heating before the building’s renovation, resulting in a 30% increase in primary energy savings compared to the pre-renovation state, as well as a reduction in CO2 emissions.
According to the financing contract registered with the Ministry of Education, out of the total investment of 32,447,254 lei, expenses worth 13,473,450 lei are eligible to be made through the National Recovery and Resilience Plan (PNRR).

Additionally, the University of Bucharest plans to build another new dormitory in the „Grozăvești” Campus through a total investment exceeding €40 million (€40,068,313.85). This dormitory will offer nearly 500 new accommodation spaces in a nine-story building with 238 rooms with a capacity of two people each. Rooms for students with disabilities will be located on the ground floor.

The dormitory will include 92 underground parking spaces, technical areas (laundry, linen storage, technical item storage), a 3.7 kW charging station for bicycles and electric scooters, and 12 electric car charging stations (11 kW with dual ports). The primary funding authority for this project is the Ministry for Development, Public Works and Administration. During the investment implementation period, the beneficiary is the National Investment Company (C.N.I. – S.A.), while the final beneficiary is the University of Bucharest.
