Between February 5th and 6th 2024, the British Council organized the forum “UK-Romania HE partnerships event”, reunion aiming to foster the forging of higher education partnerships between the UK and Romania, the first event in 2024 from the series Going Global Partnerships Programme.
The conference was hosted at Casa Universitarilor (46, Dionisie Lupu Street), starting 12:30 AM.
The University of Bucharest was represented at this event by associate professor Constantin Vică, vice-rector for Internationalization and Public Relations, who delivered the message of UB Rector, professor Marian Preda:
The relation between the UK and Romania is on the brink of a new chapter. The dynamic of political, economic and social factors in academia has suffered important changes in recent years. These challenges have compelled us to reassess our strategies and to seek a new impetus for the future. We are standing in the front line of these changes. Our shared commitment to create an international academic environment in our universities and our schools, paired with our belief in an equal and open world, morally bind us to this transformation. Celebrating 160 years of existence and 330 years of academic tradition in Bucharest, the University of Bucharest is already creating a pathway towards the future, by promoting experience exchanges and exploring bilateral opportunities, transmitted the Rector.
His Excellence, Mr. Giles Portman, the British Ambassador to Romania, and Andrew Glass, director of the British Council in Romania, also held speeches in the opening of the event.
We were thrilled to see a lot of energy and a positive attitude during the two days of the event. Representatives of the institutions and government departments have come to better understand each other and are in a better position to support the collaboration between Romania and the UK in the field of higher education. Universities had very fruitful meetings, and many of the institutions have already developed concrete ideas which could lead to potential partnerships and new programs in the benefit of students and their professional outcomes, underlined Andrew Glass, Director of British Council Romania.
The main objective of the event was to create opportunities for the universities in Romania and the UK to better understand higher education contexts and needs in both countries, and to connect with potential partners to initiate dialogues leading to possible collaborations and partnerships.
Thus, the forum aimed to offer a complex dialogue theme between the representatives of the academic milieu concerning partnerships at higher education level. Participants had in mind the development and consolidation of partnerships in the educational field, at the same time insisting on the necessity of developing public policies to support such initiatives.
Workshops on Transnational Education (TNE)
The event ran in a World Café format to allow delegates to explore areas of greatest interest to them. Among the debated topics, we can mention:
- Undergraduate TNE programmes
- Postgraduate TNE programmes
- PhD programmes
- Short courses / Micro-credentials / Professional Development
- Joint Presence
- TNE Delivery models
- Independent and collaborative programmes (e.g. MBAs)
- Research (including Horizon)
- Staff development and training
- Work-integrated learning
Case studies of different, existing Romania-UK TNE models
The reunion brought together representatives of Romanian and UK universities, as well as other key-institutions in the educational field from the two countries: UK International (UUKi), Office for Students (OfS), Government Departments (Embassy of the UK and North Ireland in Romania), respectively the Ministry of Education in Romania, the National Council of Rectors, Romanian Agency for Quality Insurance in Higher Education (ARACIS) National Centre for Recognition and Equivalence of Diplomas (CNRED), the National Agency for Community Programmes in the Fields of Education and Vocational Training (ANPCDEFP).
The event sought to bring together senior staff who have responsibility for global engagement, development of international strategies across transnational education, research, and mobility, such as rectors and vice-rectors responsible for International Relations/Global Engagement, Director/Deputy Director of International Relations/Europe/Recruitment, Heads or assistant heads for Global partnerships or study abroad programs, research development managers.
On the second day of the event, organizers presented the delegates case studies addressing sections such as the ultimate goal of TNE partnerships, closed with follow-up discussions to summarize key learning.
