Between January 15 and February 7, 2026, faculty members and experts from the University of Bucharest delivered the first series of training courses within the professional development program LEAD 4 EDU: Leadership and Strategic Management for Quality Education.
The project aims to train 1,175 school managers and staff with managerial responsibilities from Romania’s pre-university education system. It is coordinated by the University of Bucharest and implemented in partnership with the Bucharest Teacher Training Center, the Ilfov Teacher Training Center, the Prahova Teacher Training Center, the Giurgiu Teacher Training Center, and Ascendis Consulting.
As project leader, the University of Bucharest is responsible for training 125 school inspectors and directors from central educational institutions (Ministry of Education, ARACIP, etc.) and from county-level institutions in the partner counties. The University also coordinates the Teacher Training Centers (CCDs) in delivering courses for school principals and members of Boards of Administration.
The specialists involved in the project bring extensive experience in professional development – particularly in training educational managers – alongside practical expertise in educational leadership and management.
The curriculum combines theoretical foundations with practical applications and addresses key areas such as: Educational organizational management, Team management in educational settings, Financial and operational management, Human resource management, Situational and adaptive leadership, Strategic management and planning, Budget management, fundraising, and public procurement, Ethics and integrity in education, Innovative pedagogical strategies, Student progress monitoring, Community engagement in education.
The sessions were delivered by faculty members and experts from the University of Bucharest, including: Prof. Dr. Marian Preda, Rector of the University of Bucharest, Faculty of Sociology and Social Work, Prof. Dr. Romiță Iucu, President of the UB Council for Strategic Orientation and Analysis, Faculty of Psychology and Educational Sciences, Prof. Dr. Lucian Ciolan, UB Vice-Rector for Development Projects and Lifelong Learning, Coordinator of the LEAD 4 EDU training program, Faculty of Psychology and Educational Sciences, Assoc. Prof. Dr. Camelia Rădulescu, Coordinator of the UB Learning Center, Assoc. Prof. Dr. Firuța Tacea, Director, Department of Educational Sciences, Dr. Oana Moșoiu, Dr. Simona Iftimescu, Dr. Mihaela Stîngu, Dr. Andreea-Maria Vișan, Carmen-Elena Fecioru, President of the “Virtute et Sapientia” UB Foundation, Oana Sârbu, Director General of Academic Management at UB.
The teaching team also included representatives of partner institutions: Prof. Nicoleta Briciu, Director of the Bucharest Teacher Training Center, Florentina Gașpar, and Diana Melnic.
The first cohort, which has just completed the program, included 75 managers from central institutions and school inspectorates, divided into three groups. The second cohort, consisting of 50 participants, will begin on February 26, 2026. Face-to-face sessions are held at the University of Bucharest Learning Center.
With a total value of nearly €2 million (9,022,903 lei), the project “LEAD 4 EDU: Leadership and Strategic Management for Quality Education” (PNRR/2024/C15/MEDU/I18, e-PNRR project code: ID_15, contract no. 9370/02.04.2025) is funded through Romania’s National Recovery and Resilience Plan (PNRR).
It is implemented under: Investment 18 – Training and Mentoring Program for School Managers and Inspectors, Reform 7 – Governance Reform of the Pre-University Education System and Professionalization of Management, Component C15 – Education, within the National Program for Educational Leadership and Management.
