European universities are currently undergoing profound transformations driven by the formation of university alliances. However, beyond structural changes and public policies, the most essential transformations occur at the process level—particularly in relation to pedagogical innovation needed to support the emerging learning ecosystems.
On May 29–30, 2025, the HERA (Hungarian Educational Research Association) Conference was held at the University of Debrecen, where Professor Lucian Ciolan, PhD, was invited as a keynote speaker. A professor of Educational Policy and Research in Education and Vice-Rector for Development Projects and Continuing Education at the University of Bucharest, Professor Lucian Ciolan is also President of ARCE (Romanian Educational Research Association) and Secretary General of EERA (European Educational Research Association), within the European educational research community.
In the opening session of the event, Professor Ciolan delivered a keynote address titled Learning Transformation in Universities: Ecosystem(s), Communities, and Innovative Pedagogies. His presentation explored three essential pillars in the transformation of university learning ecosystems: European university alliances, digital technologies (especially generative AI), and learning communities.

Based on these three dimensions, he analyzed the key pedagogical innovations currently being adopted at the structural level (such as joint degrees, micro-programs and micro-credentials, Blended Intensive Programs – BIPs, etc.) and, more importantly, at the process level, within learning interactions (including challenge-based learning, service and community-based learning, living labs, and technology-enhanced learning).
To sustainably support these structural innovations, a pedagogical approach based on the design of authentic learning experiences is required—an integrated design that draws on research in cognitive neuroscience and innovative pedagogy.
During the conference, a bilateral meeting also took place between Professor Lucian Ciolan, PhD, and Professor Elek Bartha, PhD, Vice-Rector for Education at the University of Debrecen. The two discussed potential avenues for collaboration between their respective higher education institutions.
