The Faculty of Law of the University of Bucharest, in partnership with the CMR Advisory Council, will host two international conferences from 7 to 9 October 2026, marking the 70th anniversary of the adoption of the Convention on the Contract for the International Carriage of Goods by Road (CMR): CMR Academy 2026 – Training on Current Topics Relating to the CMR, on 7 October, and the International CMR Colloquium 2026 – Celebrating 70 Years of CMR: Challenges and Innovations, on 8 and 9 October.
The events will bring together leading figures from the road transport sector, academics, and experienced legal practitioners specialising in transport law at the Faculty of Law of the University of Bucharest.
70 Years of CMR: Law, Technology and the Challenges Facing Road Transport
The two conferences mark seven decades since the adoption of the CMR Convention and will provide a forum for discussion and analysis of the interpretation and application of the CMR in its Contracting States.
The discussions will take place against the backdrop of major technological and legal developments in the road transport sector. These include technological innovation and digitalisation, particularly eCMR; legal developments concerning the negotiability of the road transport document (negotiable cargo document); as well as increasingly prevalent forms of unlawful activity, including high-value cargo theft and identity theft involving so-called “fake” or “phantom carriers”. These developments raise new questions concerning the interpretation, adaptation and application of the CMR framework.
The conferences will also provide an opportunity to meet CMR specialists from the legal profession, the transport industry and the insurance sector, fostering professional exchange and the development and expansion of professional networks.
A roundtable dedicated to carriers and freight forwarders will also be held as part of the conferences. The discussion will focus on identifying the main challenges faced by professionals working in these sectors and exploring possible avenues for future action and improvements to the applicable regulatory framework.

Faculty members and students of the University of Bucharest may attend both CMR Academy and the International CMR Colloquium free of charge.
The event is organised with the support of the International Road Transport Union (IRU), the Institute of International Transport Law (IDIT-France), GRECO ROMANIA, the National Union of Road Hauliers from Romania (UNTRR), and the Union of Romanian Forwarding Companies (USER).
The event is currently undergoing the preliminary approval procedure before INPPA. The conference is included in the continuing professional development programme for lawyers. Continuing professional development credits will be awarded following the conference, in accordance with the Methodology for the Recognition of Continuing Professional Development Activities, approved by the Council of the National Union of Romanian Bar Associations (U.N.B.R.).

Romania’s First Moot Court Competition in Transport Law
A special feature of the events will be the organisation, for the first time in Romania, of a moot court competition focusing on transport law.
The final round of the competition will take place on 7 October 2026 at 5:00 p.m., in the Aula Magna of the Faculty of Law of the University of Bucharest, as part of CMR Academy 2026. The teams representing the claimant and the respondent will present their oral arguments before an international arbitral tribunal composed of academics and legal experts in the field, as well as in front of the participants attending the conference.
Students from the Faculty of Law of the University of Bucharest and the Faculty of Law of Babeș-Bolyai University in Cluj-Napoca are competing for a place in the final.
Representing the Faculty of Law of the University of Bucharest in the final selection stage are three teams:
- Fourth-year team: Maria Dragomir, Leonard-Viorel Mareș, Traian-Alexandru Chițu-Sinescu and Vlad-Andrei Enescu;
- Third-year team: Alexia-Teodora Stan, Alexandra-Christa Cerchez, Dumitru-Fabian Iacob and Denis-Florentin Dolana;
- Second-year team: Alexia Rus and Lorena Ana-Maria Panduru.
The University of Bucharest teams are coached by prof. Andreea-Teodora Stănescu and prof. Șerban-Alexandru Stănescu, members of the Faculty of Law, who teach Commercial Law and Transport Law, and International Trade Law and Private International Law, respectively.
Representing the Faculty of Law of Babeș-Bolyai University in Cluj-Napoca is a third-year student team consisting of Matei-Vlad Lugojan and Adam Konya, coached by lecturer Adina Buciuman.
